Roy A. Elliott Jr. is a senior nuclear safety, regulatory, and enterprise risk leader with more than 25 years of experience operating in zero-failure, highly regulated environments. He most recently served as a Senior Project Engineer with the U.S. Nuclear Regulatory Commission (NRC), where he oversaw commercial nuclear operations, engineering performance, and regulatory compliance across multiple generating units serving millions of people.

His career uniquely spans both operator and regulator roles, having served as a U.S. Navy Nuclear Submarine Officer prior to his tenure at the NRC. He advised utility executives and federal leadership on regulatory posture, risk acceptance, and performance improvement, while leading incident response evaluations and challenging root cause analyses that strengthened organizational accountability and reliability.
Earlier in his career, as a U.S. Navy Nuclear Submarine Officer, he led engineering teams responsible for reactor operations, propulsion systems, and emergency response. He operated and qualified on complex nuclear systems under extreme pressure, developing the technical depth and leadership capability required to make high-stakes decisions in mission-critical environments.
